Design Themes Modification When Updating from CNCat 4.1.3 to CNCat 4.2

Modifications:
Elements to support comments have been add.
Apply Modifications:
You should not modify this file – it will be automatically extracted from the default theme.
However, if necessary, copy admin.tpl and admin_ver.txt files from new version.
In admin_ver.txt file, information about admin.tpl file version is contained. In case this version is lower than the current one, the script will automatically extract admin.tpl file from the default template.
